Conformity assessment

Conformity assessment activity is activity conducted by a conformity assessment body when assessing conformity. (ISO/IEC DIS 17011)

Note: Activities covered by accreditation include but are not limited to testing, calibration, inspection, certification of management systems, persons, products, processes and services, provision of proficiency testing, production of reference materials, validation and verification.  For simplicity these are referred to as conformity assessment activities being performed by conformity assessment bodies.

The inclusion of calibration as a conformity assessment activity is just for expediency.

Scope of accreditation

This defines what the laboratory/inspection body has been accredited for. In some cases specific standards or methods will be detailed in the scope. In other cases the scope may be more general in its expression.

It is important to discuss whether the laboratory/inspection body has accreditation for the testing/inspection you require.

If in doubt, contact the accreditation body.

You should also check with the specifier/regulator in Australia if they are willing to accept a report from a laboratory accredited by an ILAC MRA partner.

Endorsed report

As the customer of an accredited laboratory/inspection body you should request any report to be “endorsed”. Endorsements must include the symbol of the ILAC MRA partner accreditation body that has accredited the laboratory/inspection body, and a clear indication as to which conformity assessment activity is related e.g. ISO/IEC 17025, ISO/IEC 17020.
The issue of an endorsed report provides confirmation that the laboratory/inspection body has undertaken the test/inspection under the terms of their accreditation.

A report issued by an accredited laboratory/inspection body that has not been endorsed, is not covered by the ILAC MRA.

ILAC MRA Signatory

Accreditation bodies that are signatories to the ILAC MRA have been peer evaluated for compliance with the requirements of ISO/IEC 17011 to demonstrate their competence.

The ILAC MRA signatory search function on the ILAC website provides a current list of all accreditation bodies that are signatories to the ILAC MRA, including their contact details, the scope of their recognition and the initial date of signing the ILAC MRA.

ILAC MRA signatories assess and accredit conformity assessment bodies according to the relevant international standards including calibration laboratories (using ISO/IEC 17025), testing laboratories (using ISO/IEC 17025), medical testing laboratories (using ISO 15189) and inspection bodies (using ISO/IEC 17020).

ILAC MRA signatories agree to accept the results reported by each other’s accredited conformity assessment bodies under the ILAC MRA. Hence, the results from the conformity assessment bodies accredited by the ILAC MRA signatories are able to be recognised internationally.

Accredited conformity assessment bodies

The accreditation bodies that are signatories to the ILAC MRA have been peer evaluated in accordance with the requirements of ISO/IEC 17011 to assess and accredit conformity assessment bodies according to the relevant international standards, including calibration laboratories using ISO/IEC 17025, testing laboratories using ISO/IEC 17025, medical testing laboratories using ISO 15189 and inspection bodies using ISO/IEC 17020.

The accreditation bodies that are signatories to the ILAC MRA for the relevant accreditation activities will accept the results of each other’s accredited laboratories and inspection bodies. Therefore, the results from the laboratories and inspection bodies accredited by the ILAC MRA signatories are able to be recognised internationally under the ILAC MRA.

The accreditation bodies are responsible for maintaining a list of laboratories and inspection bodies that they have accredited. The ILAC MRA Signatory Search provides the contact details for all the accreditation bodies that are signatories to the ILAC MRA and this list is searchable by organisation name, economy and accreditation scope.
