The Council acts as an advisory body to the Board of Directors and consists of representatives of the Commonwealth and State and Territory governments , stakeholder organisations , elected members representing the accredited facilities in each of the States and Territories and co-opted members .

Judith Zielke is the Head of Enterprise Connect Division in the Commonwealth Department of Innovation, Industry, Science and Research. The Enterprise Connect Division is responsible for policies and programs aimed at improving productivity, global competitiveness and market access through business development, innovation advice and advocacy, trade and customs policy and support for technical infrastructure.
Judi was appointed as a member of the NATA Board and also the JAS-ANZ Board in July 2009. Karina Budd joined the Australian National Residue Survey (NRS) in the Australian Government Department of Agriculture, Fisheries and Forestry in July 2008. She has worked in two other organisations within this Department since 1994.
Karina commenced her career at the State Chemistry Laboratory of Victoria in 1984, working in the Organic Chemistry Section on pesticide chemistry and the use of Gas Chromatography / Mass Spectrometry for analysis of pesticide residues and environmental contaminants.
In 1994 Karina joined the Australian Geological Survey Organisation to conduct research on anthropogenic contaminants of groundwater, including field and laboratory research.
In 1998 Karina joined the Bureau of Rural Sciences where she led various groundwater quality projects, a national water data infrastructure project and managed a national coordination committee for water resources information reporting.
Karina is currently Manager of the Residue Chemistry and Laboratory Performance Evaluation (RC&LPE) Section of NRS. The RC&LPE Section’s main responsibilities include laboratory procurement, assessment and monitoring of laboratory performance through the use of proficiency tests and the provision of proficiency testing services for both NRS and external clients under contract.

Dave Lyons is a Principal Chemist from the Queensland Department of Environment and Resouce Management, based at the Chemistry Centre, Indooroopilly. He has over 40 years experience in analytical chemistry and quality assurance in relation to the analysis of inorganic components in soils, plants, waters and other agricultural materials. From 1993, Dave has been a NATA signatory of methods in use and a NATA Assessor since 1998. An interest in statistics and laboratory proficieny testing has led to a position on the Australasian Soil and Plant Analysis Council (ASAPAC) Laboratory Proficiency Committee and their Technical Advisory Committee. Through association with ASPAC, he with Dr George Rayment are in the final stages of the "new Green Book for soil testing" titled Soil Chemical Methods - Australasia.
Over the last 5 years Dave has moved from a more managerial/supervisory role to that of co-ordinator of technical activities of the laboratory and enjoys mentoring young chemists and scientists directly and indirectly associated with the Laboratory. He is a great believer in communicating the importance of accuracy and integrity in analytical chemistry to support meaningful scientific research, and the role that NATA and other organisation can play with Government to achieve desired outcomes.

Professor Ruth Salom is the Executive Director of SA Pathology.
Professor Salom has over 20 years experience in health in both the public and private sectors. Ruth's previous roles include Managing Pathologist, Victorian Cytology Services and as a Board Director at Peninsula Health in Melbourne. After graduating in Medicine and Medical Science with Honors from Monash University, Ruth trained in Anatomical Pathology in Melbourne, where she developed an interest in dermatopathology and gynaecological pathology. She went on to complete an MD in the Department of Pathology and Immunology, and furthered her research at Hammersmith Hospital, London. Joseph Patroni authored papers in carbohydrate and analytical chemistry and invented surfactant technology for the commercial production of recombinant proteins from 1978-1989. This patented technology enabled the large-scale manufacture of physiologically active proteins from 1985 and underpins the current manufacture of porcine growth hormone internationally.
Since then, Dr Patroni has served in economic development portfolios in Western Australia supporting the planning of economic infrastructure and science as a driver of economic growth. He has served as WA’s representative on NATA Council since 2001.

Kim Leighton joined the Australian Food and Grocery Council (AFGC) in 2005, where he is the Director for Food Policy and Regulation.
Since joining the AFGC in 2005, Mr Leighton has represented the food manufacturing industry at state and national consultation forums and expert advisory panels on food standards and food safety, coordinated industry submissions on scientific and technical proposals, provided assistance to industry special interest forums, and represented the International Grocery Manufacturers Forum at Codex meetings.
Mr Leighton has an extensive background in:

Dr Laurie Besley is the Chief Executive and Chief Metrologist at the National Measurement Institute (NMI). He has occupied this position since December 2007, when he succeeded Dr Barry Inglis on the latter’s retirement.
Dr Besley’s scientific and management career has spanned a diversity of fields including, for the last ten years, metrology in chemistry. After beginning his career in cryogenic temperature measurement and spending 20 years working in physical metrology, he applied his PhD in chemistry to transplanting the metrological approach from physics to chemistry and initiated work in this area within what was then the National Measurement Laboratory (NML). He was subsequently appointed Director of the National Analytical Reference Laboratory within the Australian Government Analytical Laboratories (AGAL). When AGAL and NML both became part of the new organisation NMI, he was appointed to a role as general manager of the metrology in chemistry branch and late last year was given his present role. Dr Besley has been a NATA assessor for a number of years in the fields of chemical testing and reference materials production. He has a publication list of some 75 journal publications in a variety of different fields of metrology.
Dr Besley is active in a number of international forums. Amongst others, he is Australia’s representative at the Consultative Committee for Amount of Substance, a part of the structure of the International Committee of Weights and Measures, and is a member of the Executive Committee of the Asia-Pacific Metrology Programme. He is a member of the editorial boards of the international journals “Metrologia”, “IET Science Measurement & Technology”, and “Accreditation and Quality Assurance”.

Pieter Scheelings (FRACI) holds a Diploma in Applied Chemistry, a Bachelor of Science (Hons) and a PhD in organic chemistry. He is a fellow of the Royal Australian Chemical Institute (RACI) and represents the Institute on NATA Council. He is currently employed as a principal chemist with Queensland Health Scientific Services (QHSS) and team leader of the Food Chemistry Group. Before joining QHSS in 1997, he worked as a research chemist with the Australian Government Analytical Laboratories in Melbourne before taking up the position of Director of the Adelaide regional laboratory in 1986.
He was chair of several Standards Australia CH/23 sub-committees and is currently a member-at-large of the AOAC International Committee on Reference Materials. Bevan Hokin holds a PhD from University of Newcastle, 2003; a Master of Applied Science from the University of Technology, Sydney and a Bachelor of Science (Auckland).
He trained as a medical laboratory scientist and has worked in the public and private hospital sectors for more than 30 years. Hasib Congo currently works for Hydro Tasmania, Power Engineering, Consulting, Primary Electrical Plant Design team as a senior engineer. After completing a degree in electrical engineering at Sarajevo University in 1980, his career started in the high voltage manufacturing industry in Bosnia and Herzegovina.
He worked in the institute for research and development of Gas Insulated Switchgear and in addition to design skills, he also developed curricula for project management and quality insurance.
Due to war breaking out in his home country, Hasib moved into a Technical Advisor job with Arexco Ltd. in Dubai, United Arab Emirates. This position helped him to develop his consulting skills. From there, he moved to the Power System Reliability Manager position with the Dubai Electricity and Water Authority. His first job in Australia was at Alstom Power Transformer Factory, where he developed testing and managerial skills as a Test Engineer.
Hydro Tasmania Consulting is an international consulting firm. As senior electrical engineer Mr Congo provides expert engineering services in Power Engineering areas. In parallel, he is engineer in charge and quality manager of the laboratory for calibration of the metering CT & VT and energy meters, involving compliances with the ISO 9001 Quality Management System and ISO/IEC 17025.

Roderick Chappel has been the Quality Manager for the National Serology Reference Laboratory, Australia (NRL) since 1999. From 1995 to 1998 he was the Quality Manager at the Victorian Institute of Animal Science (VIAS) and from 1972 to 1998 he was a research scientist at VIAS. His involvement with NATA has been as an authorised representative, a technical assessor, and a member of the Proficiency Testing Scheme Accreditation Advisory Committee (PTP AAC). He was elected to NATA Council in 2004, and became Chair of the PTP AAC in 2010.
Roderick’s career has spanned scientific research, laboratory diagnosis and quality management in both veterinary and medical environments. At VIAS he led the team that established a quality management system for the veterinary diagnostic service. His published research has included the development and evaluation of diagnostic tests as well as the study of animal and human leptospirosis. At NRL he has managed and developed a quality management system that meets the requirements of several standards. NRL in 2003 became the first medical laboratory in Australia to become an accredited proficiency testing provider.
Roderick coordinates a collaborative international proficiency testing scheme for the serological diagnosis of leptospirosis. He has participated in NATA workshops for proficiency testing providers, and in meetings of the ILAC Proficiency Testing Advisory Group. He is currently the President of the Medical Laboratory Quality Network (MLQN), and President of the International Leptospirosis Society.
* Dr G G Hogg (Geoff)
Geoff Hogg has qualifications in veterinary science, medicine and law. He is a Fellow of the Royal Australasian College of Physicians and a Fellow of the Royal College of Pathologists of Australasia.
He has worked in the veterinary field as a Field Veterinarian (Department of Agriculture, Victoria) and as a Veterinary Pathologist (Bendigo Regional Veterinary Laboratory). He has also worked as a paediatrician and a Clinical Microbiologist (Royal Children’s Hospital, Melbourne). He is also an Analyst for Microbiological Analysis of Food and an Analyst for Microbiological Testing of water for contamination and Legionella spp.
He is currently Director of the Microbiological Diagnostic Unit, Public Health Laboratory at the University of Melbourne.
He is involved with NATA as an assessor for Medical Testing, as the Authorised Representative for Medical, Veterinary and Biological laboratories, and was a member of the Forensic Science Module Working Group prior to this being included in MDU’s scope.
WESTERN AUSTRALIA
* Mr M B Callanan (Matt)![]()
Matt Callanan has a Diploma in Advanced Foundry practice from the City and Guilds of London Institute; and Australian Institute for Non-destructive Testing (AINDT) level 3 qualifications in radiography, ultrasonics, magnetic particle and penetrant testing methods. He is an Honorary Member of AINDT.
He was co-founder, principal and Managing Director of pndt Pty Ltd (acquired by Applus RTD in 2007) which began in north-west WA in 1981 and now operates throughout Australasia and the Pacific. In his career he has worked for steel foundries and non-destructive testing companies, achieving various supervisory and managerial positions.
In 1974 Mr Callanan became a NATA signatory, was elected to the Council in 1989, became an NDT assessor in 1994 and was elected to the Board in 1999. He was elected vice chair of the board in October 2011.

* Mr P R Duncan (Peter)
Peter Duncan, Bachelor in Applied Science (Physics), Curtin University,1975. He is a founding member of the Metrology Society of Australia. Peter has been an assessor for NATA in the field of Construction Materials Testing since 1984, and from 1989 to 1998 was a member of the Construction Materials Testing Accreditation Advisory Committee. He was first elected to NATA Council in 1986 to represent Western Australian members and is currently co-opted to Council.
In 1989 Peter was first elected to the then Executive Committee and has held the position of Vice-Chairman between 1995 and 2010. During his term on Council, he has also extensively promoted the value and utilisation of NATA accreditation to federal and state government departments, and instrumentalities in their contractual and purchasing policies, and in particular within the state road authorities (AUSTROADS).
Between 1962 and 1998, he was employed by Main Roads Western Australia (MRWA) and involved in all aspects of testing for the evaluation of existing pavements, and the specification and quality assurance of new road works construction. He was responsible for the development of technical standards, the competency and training of technical staff, and directed the logistical support serving over twenty MRWA laboratories that were variously accredited in the fields of Construction Materials, Chemical, Physical and Dimensional Metrology, and Heat and Temperature. He has served on a number of technical committees for Standards Australia.
Between 1999 and 2008, Peter Duncan operated his own company, Tarwyn Pty Ltd, which offered consultancy in pavements, road building materials, and technical systems advice and auditing. He currently works as part-time pavement consultant with WorleyParsons.
Alastair Ross has been involved in forensic science since 1976. From 1992 to 2003 he was the inaugural Director of the National Institute of Forensic Science (NIFS). During that time Alastair worked with NATA to establish a forensic science accreditation program and following its introduction in 1994 (initially as a joint program with the Laboratory Accreditation Board of American Society of Crime Laboratory Directors (ASCLD/LAB)) was elected as the Chair of the Forensic Science Accreditation Advisory Committee. Alastair resigned from NIFS in 2003 and was appointed Director of the Victoria Police Forensic Science Centre (2003 - 2008). He rejoined NIFS as Director in 2008 when it became a directorate of the Australia New Zealand Policing Advisory Agency (ANZPAA)
Alastair was first elected to the NATA Board in 2003 and elected chairman of the board in October 2011.
